Enbridge uses scoring system to track Indigenous opposition: On a color-coded map, land belonging to Native tribes that opposed the Line 3 pipeline were marked in red — areas of “threat” to the bottom line.

The ODOT initiative includes a system that assigns a risk score to geographical areas. One of the factors used to tally the score is “Indigenous Opposition.” Enbridge has used the scores to generate color-coded maps that often identify areas covered by treaty rights as places...
