ロシアでは1991年まで社会主義国であったため、住宅所有に制限がありました。貧しい人々はリフォームしたり新しく家を買う余裕がないため、今でもソ連時代から支給された家に住む人が多くいます。
都市の住宅ではソ連時代からのクヴァルチーラという中高層住宅に多くの人が住んでおり、郊外では裕福な人は戸建ての住宅に住む一方で、貧しい人々は交通の便が悪い場所に住まざるを得ず、結果的に古い戸建て住宅の集まりである“バラック”という地域の改修は進んでいません。
