The SnapWidget code uses an iframe. WordPress.com removes iframes for security, unless your site has a paid plan with hosting features turned on. When WordPress.com removes the code, your page shows a link or nothing where the widget should be.

On WordPress.com

1

Use a paid plan

Your site needs a paid WordPress.com plan. A free plan cannot show iframes.
2

Turn on hosting features

A paid plan alone is not enough. To turn on hosting features, install at least one plugin. See Activate your plan on WordPress.com.
3

Add the code again

Add a Custom HTML block, paste your SnapWidget code into it, and save the page.
WordPress.com explains which code it removes on its Custom HTML block page.

On your own WordPress site

If you host WordPress yourself (the WordPress.org software), paste the code into a Custom HTML block. See Add a widget to WordPress.
